Outlook different looks

If I go to outlook.com via Bing I get a complete look with all of my folders including "Junk" which is important to me. But, I cannot pin it to the start menu or the Taskbar so I must go through Bing.

However, it I open Outlook 2013 from the apps I can pin it to the start menu and the Taskbar. But it doesn't have all of the folders including Junk. I have gone to options and selected to update all folders all of the time.

What am I doing wrong?

Also, why can't I pin anything I want to the Taskbar? Bing for an example.

Open IE on the desktop, go to Bing then drag the Bing icon in the address bar to the taskbar and boom pinned site, now do the same thing with Outlook.com.

Also, I'm going to assume that in the desktop mail client, Outlook 2013 you have the same mail account configured, you should be able to select All Folders and you should see the exact same structure as Outlook.com
