When I open Internet Explorer, it returns me to the previous viewed website. How can I prevent this from happening?

From desktop IE, open Internet Options. You'll see the "Startup" section under the General tab. Select "Start with home page."

Does this apply to the Surface Tablet?

This applies to IE in general, and since Surface comes with regular IE instead of a mobile version, yes. The "desktop IE" I mentioned is the desktop version of IE on Surface RT (WinRT) because you cannot reach the browser settings from the "metro/modern" tile version of IE. At least not that I've ever seen.
