8.1 upgrade 3

I had read that the RT would get a Win 10 like upgrade in September. September has past and I can't find where to download. Any suggestions?

The "Update" was pushed out via Windows Update, KB3033055.

It doesn't do much... I actually hid the update so it wouldn't apply.
