App and data migration to SP4

What tool(s) are people planning on using to migrate their data and applications from their lower generation Surface to the new Surface 4s?

Tools that work for apps are limited and those that claim to work mostly don't. As for Data, OneDrive.

Another option is to pluck the data from an image backup or some other cloud service.

All of my data is roaming, so it will be on all of my devices. I will backup Outlook to PST files but that is it.
