Can't get intel graphics control panel in Win10 TP?

Hi all,

No matter what I try, I cannot get the intel graphics control panel for my SP3 running Windows 10 TP.

Following the instructions in the link below only worked for Win8.1, but not Windows 10. Has anyone gotten the intel graphics control panel to work on Windows 10 TP? I really need it in order to play CSGO in a stretched 4:3 resolution which fills up the entire monitor. The only way I've seen this done is through the graphics control panel.
