Chrome on Surface 2 (not Pro)

Whenever I start IE 11 on my tablet I am prompted to install Chrome.
Can I?

What is the difference between the IE versions I can run from the START menu and from the Desktop?
They do not seem to share favourites, history etc.

Is this the correct place to ask these questions?

Somehow you have a browser exploit in IE - The Surface 2 is running Windows RT and is unable by design to run any classic x86 applications like Chrome. Only apps from the Store can be installed.
