Frozen with latest update

My surface downloaded the latest update the last patch that was sent out I hit the restart button today but now I'm stuck on the screen that says preparing to configure windows So far, it has been stuck there for about 45 minutes, and I am wondering if this is something that I should be concerned about any suggestions?

I don't think so, have you tried to restart it again? If it's the same problem you can proably just refresh the surface
