IE re-opens closed tabs

Most of the settings apply in MUI from the desktop...

I guess I'll have to mess around with the settings.

Any ideas on which settings might cause this behavior?

Tools> Internet Options> General tab, click the Tabs button... Maybe start with "restore defaults".
