sizzling sound when charging near the windows logo

while charging, if you pay attention, get close enough to the windows logo, you will hear a noticable sizzling sound.

is it normal?

I understand that SB2's have some coil whine, and that it's worst on the 13.5-inch model. I understand that many systems with the 8th-gen Intel CPUs are having the issue. And it's not just that chipset -- I'm typing this on an Asus ZenBook UX55oVE that I'm reviewing (Core i7-7700HQ, GTX 1050 Ti), and it has some coil whine as well.
