Step down the resolution

When my Win 7 notebook crashed, I bought a Surface Pro 2 tablet and a USB to VGA adapter that I needed for a presentation. I tested it last night and it worked great with my monitor. When I did the presentation this morning, it would not work with the projector. I think I know the problem. When I did the presentations before using my notebook, it automatically adjusted to the right resolution.

How can I step down the resolution on my tablet to use the 640 x 480 the projector needs?

Unless I'm reading it wrong, can't you just right click on the desktop and go to display properties and change the resolution?

Typically Windows 8.x on modern systems won't down scale to VGA on the main monitor, have you tried extending the monitor?
