It is all 3 any app that is available on RT is also available for a Windows 8 desktop computer. If you load or purchase for RT you are also licenced to load to your desktop.
If it's not ARM compatible the App won't show in the RT store. However, if you have a Windows 8 computer you'll be able to see Apps that do not support ARM.
