Arrange favorites in IE 11?

Is there any way to arrange your favorites to put them in the order YOU want them?
I have tried dragging with a mouse / finger to no avail. IE just puts favorites where IT wants them and I'm not real happy about that.
One of the icons I use constantly is placed clear over at the very right end and I have to scroll and scroll to get to it.
It will NOT let me move it to the left end where I want it so it is available when I pull up favorites.

Use Explorer and navigate to your Favorites Folder and arrange them to your heart's content

can't you just hold and drag? that's what I do...

so this is in METRO IE11 not the desktop version, which is what I always use and that works for me when I want them in particular order...
