I think is happening. I was on my RT and looked at my app purchases and I was delightedly surprised to see that my purchases for my Windows Phone 8 are all there!

Where were you looking to see your app purchases? In the windows 8 store or somewhere else because there are no WP8 apps showing in the store for me under my apps.
