A couple other suggestions would be Note Anytime or Share Anytime (each are $8 USD) Note Anytime is a pretty good PDF Annotator.

EDIT: That's odd, in my Windows Store, Note Anytime is free!!!! How can that be possible. As per the link you provided, it is, as you mentioned, $7.99. That's very odd!!!!

I believe there is a Free and a Paid version.... unless they're using in store purchase for the upgrade now.

I saw that - the free and paid versions - it is even listed on the app page (on the Store). But I seem to have that app - though uninstalled - in my apps owned list though I have never paid for it (how do I know? I removed all payment information from the store and none of my card bills - including the latest one - show any Win Store Purchase! Very odd indeed! I'll have to look into this a bit more.

I have the free version. Didn't even know there was a pay version.
