Need to access SSD

I have a Surface Pro 3 that isn't booting. I've tried options offered in the automatic repair. There are a few files that I would like to get off the SSD. I've tried to reset PC and keep files but it rolls back. Is there a way for me to boot to USB drive and get access to SSD? Could I copy files to USB? If I have an SD card would that show up and could I copy files to drive. The SSD is formatted NTFS.

No too difficult:

You can boot to a USB flash (thumb) drive which has been prepared with the Windows procedure named here:
Windows 10 bootable usb drive = how to create

I hope you have a friend whose Windows 10 PC you can temporarily use for this.
