Periodic Bluetooth Disconnect.

Try changing the channel on your 2.4GHz router, if you can. Bluetooth uses a particular protocol upon 79 1MHz bands distributed between 2.4 GHz and 2.485 GHz. Wireless garage door openers, wireless locks, and other wireless lighting switches use this frequency also. It is not unheard of to have garage door openers, Bluetooth audio devices, or other devices sync/re-sync and confuse a wide bandwidth receiver like your Surface long enough to disconnect.
 
Great recommendation. However it does occur while away from a router. I live an a remote area where we have no internet and no router. For internet, I have to tether my iphone to use the data.
 
Aha. Now I am wondering if you have Bluetooth enabled on your iPhone. Try disabling it to see if that was causing close-proximity interference.
