Shortly after startup any request to open "this PC" or other explorer functions I get this warning message

I have run sfc/scannow with elevated status but it persists making life very difficult.

My antivirus system is Webroot with Malwarebytes monitoring as well.

Surface 3 pro with Win 8.1
