Why does my Surface Pro 3 go to sleep?

My Surface Pro 3 goes to sleep when it's plugged in, after something like 5 mins. It's on the Balanced plan with 'put the computer to sleep' after 4 mins On battery and 2 hours Plugged in, yet I find it asleep after going to get a coffee or a short meeting. It's definitely plugged in, it's using the standard MS charger, shows as plugged in fully charged on the systray, and the white led on the power cable is on.

Are there any other settings that might affect this?

Is it asleep or has it turned the display off?

How can I be sure?
Seems to be properly asleep because when it comes back on the wifi is turned off and takes some time to come back. Having said that, maybe the screen is off AND the wifi has turned itself off to save power?
