Win 10- page down key problem

Since updating my surface pro 3 to Win10 the page down key does not work properly. Instead of doing the expected scroll down a new window with unintelligible code opens up. This happens in all three web browsers, edge, i.e., and chrome. I haven't checked other apps but my sense is it's ok there. What's the fix?

Trying to isolate the problem...

Have you tried:
1. Search
2. Type "Device Manager", choose
3. Find "Keyboards" in the list, and remove the "Surface Type Cover".

Immediately cold reboot (hold power for 20 seconds), release and press once.

If this does not resolve the issue, do the above, but remove the driver also, then reboot.

I have the same issue...but it is normal. Press FN+Caps Lock and you get the pgdn function - otherwise it is F12

update: wrong.... it is not normal. F12 and PgDn are indeed mixed up. Still by using FN+CapsLock you may change.

Well, deleting / removing the type cover and then it's driver didn't work but the FN+Caps seems to have fixed page down / page up for chrome. In edge, that trick stopped the extra window opening and page down works once only, can't page down again and page up doesn't work at all. In i.e. Again the truck stops the extra window opening but page up/down doesn't work at all.
